In short: No board exam paper has ever been legitimately distributed on Telegram before the exam. Every "leaked paper" circulating on Telegram, WhatsApp or YouTube before CBSE, ICSE, UP Board or any other exam is either a previous year paper, a fabricated document, or a trap set by scammers to steal money or compromise students. After NEET UG 2026 was cancelled over a genuine physical leak, fake "re-exam paper" videos spread on Telegram within days. NTA issued a public denial and PIB Fact Check flagged the videos as false (The Statesman). With CBSE, UP Board, Bihar Board and dozens of other exams between February and April 2027, the same playbook will run again. This post explains how the scam works, what the law says, and a five-point checklist to protect yourself.
Last updated: October 29, 2026.
Why This Season Is Different
The NEET UG 2026 cancellation changed the landscape for exam scammers. Before 2026, most students dismissed Telegram "leak" channels as obvious fraud. After a genuine leak cancelled an exam for 22 to 23 lakh students, the fear became real — and scammers immediately exploited it.
Within 48 hours of the NEET 2026 cancellation, multiple Telegram channels posted videos claiming to show the "re-exam paper." NTA issued a categorical denial: "NTA categorically denies any paper leak for the re-examination. Legal action will be taken against those spreading misinformation" (The Statesman). PIB Fact Check independently flagged the videos as false.
The pattern is now established: a real leak happens through physical networks, fake leaks flood Telegram to profit from the panic. Students who understand this distinction are protected. Students who do not are the target.
How the Scam Works: The Four-Step Trap
Step 1: The Hook
A Telegram channel or WhatsApp group posts a blurry image of what looks like a question paper. The caption says something like "CBSE Class 12 Maths paper 2027 — 100% confirmed, sharing before exam." The image is almost always one of three things:
- A previous year paper with the year changed in a photo editor
- A sample paper from a coaching institute with the institute's name cropped out
- A completely fabricated document with the CBSE logo copied from the internet
The blurriness is intentional. A clear image can be reverse-searched and identified as a previous year paper in seconds. A blurry image cannot.
Step 2: The Urgency
The post says the paper will be deleted in two hours, or that only the first 500 people who pay will get the "real" paper. Some channels post a countdown timer. This manufactured urgency is designed to stop students from thinking critically or consulting a parent.
Step 3: The Payment
To get the "full paper" or the "answer key," students are asked to pay between ₹200 and ₹2,000 via UPI. Once payment is made, the scammer either disappears, sends a previous year paper, or sends a fake document that looks official. In some cases, the scammer sends a partial "paper" and asks for more money for the "answer key."
Step 4: The Trap Within the Trap
Some scammers go further. They ask students to forward the "paper" to five friends to "unlock" the answer key. This spreads the scam further and implicates the student in distribution. In some cases, the "paper" contains a link that installs malware on the student's phone, giving the scammer access to contacts, photos and banking apps.
A variation used before state board exams: the scammer sends a genuine-looking paper, tells the student to study it, and then after the exam claims "see, the questions matched" — even though they did not. This builds false credibility for the next exam season.
Why Students Fall for It
| Reason | What Scammers Exploit |
|---|---|
| Exam anxiety | Students who feel underprepared are desperate for any advantage |
| The NEET 2026 precedent | A real leak happened, so "maybe this one is real too" |
| Social proof | "10,000 members already downloaded" creates false credibility |
| Low price | ₹500 feels like a small risk for a potential big reward |
| Blurry images | Hard to verify, easy to fake |
| Timing | Posted 12 to 48 hours before the exam when stress peaks |
| Peer pressure | "My friend said it's real" — the friend was also scammed |
What Official Agencies Have Said
This is not speculation. Multiple official bodies have issued specific warnings:
| Agency | Warning | Source |
|---|---|---|
| NTA | Denied NEET 2026 re-exam leak on Telegram, warned of legal action | The Statesman |
| PIB Fact Check | Flagged fake NEET re-exam paper videos as false | PIB Fact Check portal |
| CBSE | Issues a circular before every exam season warning against fake papers | cbse.gov.in |
| UP Board (UPMSP) | Deployed flying squads and cyber cells to monitor Telegram and WhatsApp groups before every exam | upmsp.edu.in |
| Bihar Board (BSEB) | Arrested multiple people in 2024 and 2025 for running fake paper leak channels | BSEB press releases |
| Ministry of Education | Invoked the Public Examinations (Prevention of Unfair Means) Act 2024 in prosecutions | legislative.gov.in |

How to Spot a Fake Paper in 30 Seconds
Check 1: The Platform
CBSE papers come from cbse.gov.in. NTA papers come from nta.ac.in. UP Board papers come from upmsp.edu.in. No board distributes papers on Telegram, WhatsApp, YouTube or any social media platform before the exam. If it is on Telegram, it is fake. This is not a probability — it is a certainty.
Check 2: The Date and Year
Scammers often forget to change the year, or the paper has a 2025 or 2024 date with "2027" written over it in a different font. Look at the header carefully. Official CBSE papers have a specific format: the year appears in the paper code, not just in a heading.
Check 3: The Logo and Format
Official CBSE papers have a specific layout: the CBSE emblem on the left, the paper code on the right, the subject name and class in a specific font. Logos copied from the internet are often pixelated or slightly wrong. The font spacing is usually off on fake papers.
Check 4: Search the First Question
Copy the first question and search it on Google. If it appears in a previous year paper, a sample paper or a coaching institute's practice set, it is recycled content. This takes 30 seconds and works almost every time.
Check 5: Ask Who Benefits
A genuine leaked paper would be worth crores to coaching institutes. If someone actually had a real leaked paper, they would not sell it for ₹500 on Telegram to strangers. The economics of the scam reveal the scam.
The Five-Point Checklist
| Question | If the answer is yes, it is a scam |
|---|---|
| Is it on Telegram, WhatsApp or YouTube? | Yes → Fake |
| Does it ask for money or personal details? | Yes → Scam |
| Is the source anonymous or a random channel? | Yes → Fake |
| Does it create urgency ("only 2 hours left")? | Yes → Manipulation |
| Does it ask you to forward to others? | Yes → Spreading the scam |
What the Law Says
The Public Examinations (Prevention of Unfair Means) Act, 2024 — passed by Parliament in February 2024 and in force since June 21, 2024 — makes it a criminal offence to possess, distribute or use a leaked question paper. The penalties are severe and the offences are non-bailable:
| Offence | Penalty |
|---|---|
| Possessing or using a leaked paper | Up to 3 years imprisonment and ₹10 lakh fine |
| Leaking or distributing a paper | Up to 10 years imprisonment and ₹1 crore fine |
| Organising or running a paper leak network | Up to 10 years imprisonment and ₹1 crore fine |
| Impersonation in an exam | Up to 3 years imprisonment and ₹10 lakh fine |
The Act covers all centrally conducted exams: NEET, JEE Main, CUET, UGC-NET, SSC, UPSC and others. CBSE board exams are covered under CBSE's own Examination Bye-Laws, which also carry serious consequences including exam cancellation and debarment.
Importantly, the Act applies to students who buy or use a leaked paper, not just those who leak it. Even if you did not know the paper was fake, being found with it can lead to your exam being cancelled and a criminal case being filed.
What Happens to a Student Who Is Caught
The consequences operate at two levels: the exam authority's action and the criminal case.
Exam authority action (immediate):
- The student's exam is cancelled for that session
- The student may be debarred from the exam for 1 to 3 years, or permanently in serious cases
- If the student has already received a result, it is cancelled
- The student's name may be published in a public notice
Criminal case (under the Act or IPC):
- An FIR is filed
- The offence is non-bailable, so the student must appear before a court for bail
- A criminal record affects future government job applications, passport applications and visa applications
What to Do If You See a Fake Paper
- Do not download or forward it. Forwarding makes you part of the distribution chain.
- Report the channel to Telegram: open the channel, tap the three dots at the top right, select Report, choose Illegal activities, then Fraud.
- Report to the board: CBSE helpline: 1800-11-8002. NTA grievance portal: nta.ac.in. UP Board control room number is published on upmsp.edu.in before each exam.
- Report to the Cyber Crime portal: cybercrime.gov.in accepts reports of online fraud. You can report anonymously. National helpline: 1930.
- Tell your school: Schools can alert the board and help protect other students.
The Bigger Picture: Why Telegram Leaks Are Almost Always Fake
The NEET 2026 leak — the most significant exam leak in recent Indian history — happened through physical networks: printing press employees, exam centre staff and middlemen who distributed papers in person in Bihar and Rajasthan. The papers that appeared on Telegram were fake. The genuine leak never appeared on Telegram.
This is the consistent pattern across every documented exam leak in India. Physical leaks happen through people with physical access. Telegram channels profit from the fear of leaks, not from actual leaks.
The one exception would be if someone with physical access to a paper also posted it on Telegram — but in that case, the paper would be taken down within minutes by platform moderators and law enforcement, not circulated for days to thousands of subscribers.
Frequently Asked Questions
Has any board exam paper ever been genuinely leaked on Telegram?
NEET UG 2026 had a genuine leak, but it happened through physical networks, not Telegram. The papers that circulated on Telegram after the cancellation were fake, as confirmed by NTA and PIB Fact Check. No board exam paper has ever been legitimately distributed on Telegram before the exam.
What if I accidentally downloaded a fake paper?
Delete it immediately. Do not forward it. If you paid money, report it to cybercrime.gov.in and your bank. The law focuses on intent and distribution, not accidental downloads, but do not take chances — delete it and move on.
Can I get my money back if I was scammed?
File a complaint at cybercrime.gov.in and contact your bank's fraud helpline immediately. UPI transactions can sometimes be reversed if reported within 24 hours. Banks are required to investigate fraud complaints under RBI guidelines.
How do I report a fake paper channel on Telegram?
Open the channel, tap the three dots at the top right, select Report, choose Illegal activities, then Fraud. You can also forward the channel link to @notoscam on Telegram. Report it at cybercrime.gov.in as well.
Will my exam be cancelled if I am found with a fake paper?
If you are found with any paper that resembles the question paper before the exam, the board can cancel your exam and file a case. The fact that the paper was fake does not automatically protect you from the board's action.
Where do I report if I suspect a real leak?
Call the board's helpline immediately. CBSE: 1800-11-8002. NTA: 011-40759000. UP Board control room number is on upmsp.edu.in before each exam. You can also report at cybercrime.gov.in.
